§ 1602.3 — Aliens And Nationals

(a) The term alien means any person who is not a citizen or national of the United States.

(b) The term national of the United States means:

(1) A citizen of the United States, or

(2) A person, though not a citizen of the United States, who owes allegiance to the United States.
