§ 1962c–3 — Noncompliance; Curtailing Of Payments

Whenever the Council after reasonable notice and opportunity for hearing to a State agency finds that— (a) the program submitted by such State and approved under section 1962c–2 of this title has been so changed that it no longer complies with a requirement of such section; or (b) in the administration of the program there is a failure to comply substantially with such a requirement,
